Could you give a bit more information please? It's not even clear you are asking a question. As a statement, it is a reasonable and normal thing to happen. You might as well create a post saying 'Water is wet'

I think he's saying that the speed on fibre is being reduced as more users use his connection.

In that case, it is probably the upstream which is being saturated and one answer to that is to use QOS to prioritise packets
