Is it normal for this to be showing outside?

Is it normal for this Telephone equipment to be out in the open like this?
It's in the grounds of a hotel that is directly down from where the BT manhole for my apartment is.

No, but I'd suggest that it isn't carrying any live two circuits. The clamp on the MC31 closure looks broken too.

Next time you see an Openreach bod, tell them.

Maybe an expedient repair was needed to get the phones back at the hotel and this will be sorted in time.

Been there for months. I'll tell Openreach and shall I get a closer picture.
I'm pretty sure it's Harbour ground but might just be a small council section of land.
Should it be underground or covered?

No they need to be buried and in fact they are a good few years old now. Those type of closures aren't used now as they have been replaced by ones with clips round the sides.

But are perfectly serviceable as long as Dexbond has been applied. Yes, they shouldn't be left like that. But I suspect it's obsolete line plant.

I see no wires. Just caps on waste ground.

The one on the left is sticking up in a manner that suggests there are cables going in to the ground which is what is holding the joint at 45 degrees from the ground. It would be safe to assume that it's neighbour has cables attached also. If they were just lying on the grass loose someone would have moved them by now.
