The question is would it actually make any difference to what a person pays? I suspect in the end you would end up paying exactly the same amount.
Also, I assume you are talking about FTTC services (which require a copper line and therefore maintenance for the copper) rather than FTTP (as most ISPs don't even offer FTTP services at the moment)?

FVA requires FTTP, for obvious reasons.

In which case it is a tiny proportion of the country and there are very few ISPs selling products on it. So calling all ISPs to do something when most are not even selling a product is a little pointless.
