My exchange (Slinfold) will be upgraded with fibre this year but this won't benefit my property. I just wondered will they also have to install 21CN kit?

Maybe, maybe not. Depends on which exchange fibre is connected too. Eg Falmouth takes fibre feed for 8 smaller exchanges

Even if they do you won't gain much if only on 4Mbps now.

I presume their attenuation was above 45dB then?
4Mbps at 1.8 km is slow

My small 20CN exchange has just been upgraded for FTTC - but there's no 21CN services available.
ADSL or VDSL(FTTC) are on offer.

Horsham exchange is the connection point from the openreach fibre network to the CP (e.g BT Wholesale) . That is where the 21CN equipment is located for all the FTTC connection for Slinfold cabinets.
