Help! Modem sync speed 3400Kbps, download speed 10k/s

I'm trying to troubleshoot my Dad's pitiful internet connection.

Really basic question; If the modem syncs at a slow but usable downstream rate of 3400 Kbps but the performance is utter pants (~10 K/s download rate). Does that mean the problem is definitely NOT phone line / ISP related as the modem can sync OK at "reasonable" speed?

More details;
ISP; Timico (was a Newnet package originally). I think he pays for up to 2Mbit down, and I used to see download speeds in line with that

Summary;
Download speed during test: 0.08 Mbps
Acceptable range of speeds: 0.05 - 0.25 Mbps
DSL connection rate: 3.42 Mbps (down), 0.45 Mbps (up)
IP profile: 0.14 Mbps

I don't really understand that - I used to get 1-2 Mbps download fine. Does it indicate a fault on the line? The wording on the BT site would suggests if it's not what you are expecting you should contact the ISP!

What has happened is that modem connected at a slow speed for a while which lowers ip profile now you just need to wait for it to go up again, can be anything from an hour to five days
