openreach in ducting with orange coil of something

Hi, I've noticed openreach are doing some work between our cabinet and the development I live on, about a 200m stretch between the two. There are roughly 3 engineers and at one end of the duct they have a coil of orange what looks like cable? any ideas what it is/ what they are doing?
