Congestion on fibre and ADSL

Does congestion on the fibre network affect ADSL as well? Most people around here are on fibre yet I notice our ADSL slows sometimes when the kids are out of school. Maybe the signal networks are merged on reaching the exchange? Happily no problems, just curious.

As the two will at some point be sharing core capacity then yet it is possible, the pinch point varies according to which provider/services are being discussed
