No, it means only ISPs using BT Wholesale services in the exchange. Which is over a hundred. The ones you can't get are Sky, TalkTalk and Vodafone. (Though you might occasionally find they can supply but the products they provide at exchanges where they do not have a presence, (see the LLU list in your link), are garbage.
What does
this checker say for your phone number please? In particular does it have a VDSL range as below
VDSL Range A (Clean) 60.7 45 17.5 11.7 40 Available -- -- Yes --
VDSL Range B (Impacted) 49.6 30 14.5 6.8 25 Available -- -- Yes --
or only ADSL Max? I assume it does not have WBC ADSL2+ available.
