They certainly don't have a published one like BT Wholesale, but all providers are supposed to have a system to prevent traffic from their inhouse routers reaching the DSLAM/MSAN faster that it can go down your line. In other words, prevent it arriving above your sync rate after allowing for the xDSL overheads that take up some of it.
