A few days back, a couple guys were inspecting our local Fiber cabinet and PCP and when they left they spray painted some marking

Can anybody shed any light as to what they could mean,

The 'JF4' reference in your first pic is a footway box .... and maybe the rectangle next to it for a cabinet plinth maybe.

Seems odd to have an additional cabinet - as no new properties are being built in this estate, its pretty much a cul-de-sac,

Probably to replace the old cast iron one due to they are too small to house for the new stuff that links to the FTTC cabinet.
But this is all guess work.

I've seen a couple of older cabinets replaced with brand shiny new ones recently so that sounds about right.

In the past two weeks, our old PCP shell with rounded edges and corners, probably 1986, was replaced by a new "shell, very similar to the Huawei 288 FTTC cabinet; but without vents etc.
The FTTC was increased from two, 100 pair link cables, to six - the maximum normally.
There is unlikely to be any increase in total D-side from the PCP, as the area is stable and fully UG wired during construction, no overhead poles etc - no new houses etc; and the PCP has 287 lines through it, of which presently only 96 maximum (2 working cards in the FTTC, out of six possible) could be upgraded.
The wiring frame within the PCPs was not changed, the main difference I noted was that there appeared to be a bit more space to the right of that frame, where apparently the link cables come in.

LV = Power, "Low Voltage", or normal mains.

When inserting a JF4 into the pavement, could they build the new chamber surrounding some existing ducts, that they then open up?
Or would they avoid all existing ducts, and just add fresh new ones? Presumably following the white lines, in this case.

Either, the �insides� of 4�s are usually made using shuttering and concrete, so are quite versatile.
It�s the smaller JF2 that is often made using a preformed liner ....
