Getting a BT cable redone?

Currently on the front of the house there is a circular termination box with a cable coming up from the ground.

From the side of the box is a white cable that is very loosely tacked to the wall. Its already been broken before after I cut it with clippers. It was repaired by BT but it was never really put back to a safe state.

How would i go about getting them to sort this as its in a precarious position?

Cut it again ? (You�ll have to expect to pay for the repair)
