There is usually a bit of a grace period during which ASA would just ask provider to take steps, so probably not much would happen till November.
The ASA speed rules are somewhat odd, as it relies on complaints from the public or other providers for investigations to start. Potentially though if they see a lot of firms breaking the trend they may investigate.
In terms penalties for ignoring ASA generally just means no repeating advert, and not sure if they have any ultimate sanctions (i.e. can fine) for what a provider says on its own website, even though that is covered by ASA.
Suspect as long as the big providers play ball the rest of market will be ignored
