Broadband Slow Download Speed - Help needed please

I'm with BT from the UK and have a 27mb connection. Typically when I download a file it comes down at 2.7-3.0mbps.

However many sites I download files from for some reason only come down at 500-600kbps. A fifth of what my line is capable of. I can download up to 5-6 files at 500kbps so I know the capacity is still there.

Once a site proves itself to be download slow it seems that there is no variation from this and it will always be slow no matter what time of day. I can simulatenously connect to 2 sites and download at full speed on one yet the other is 1 fifth of speed. So it does not affect all sites. I contacted the webmaster of one of the sites affected and he confirmed they never slow traffic down.

I get this issue with speed test sites as well. With this file download test site https://turnkeyinternet.net/speed-test/ - I only get 500kbps but my friend running the test at the same time gets 6 times that speed. Yet my line is capable of the speed he achieves.

Can anyone suggest what is going on ?
