What is this

Hi all. Does anyone know what these are?
There are 2 black posts on either side of the road next to a bridge over a mainline rail line. They are only on one end of the bridge. There is also another bridge around 200m along the same track with the same posts.
The 2 posts are black with no identifying markings. There are no labels to say what company they belong to or code numbers or letters. In fact the posts are just plain black posts.
There are 2 hoops around halfway down them.
There are 2 spikes on the top of them with what looks like a single fibre running across. It looks like fishing line to me.
The fibre line is tied to the 2 hoops on the post but they stop there. It doesn't look like they are fed internally into the post.
I'm totally perplexed because to me it looks like a length of fishing line tied between 2 post which serves no purpose as they don't look like they are connected to anything.

These were taken in the summer. I had forgot all about them. Sorry there not the best photos.

If that is fibre then its not for telecoms, since aerial fibre will be in a protective black shrouding usually with reinforcement so that wind does not break the fibre

Got a low bridge on that road? Something that breaks if a high vehicle that would hit bridge goes down road and turns on illuminated stop sign maybe?
