Companies must tell customers about their best deals rule came into force on 15 February 2020, I am out of contract broadband and telephone and have not as yet been contacted by my ISP about the best deal I could have.
Will I ever be contacted?
Has anyone been contacted by their ISP?

AIUI it only applies to those reaching the end of current "minimum term" contracts. If you aren't in one, that's your problem not theirs .
My broadband basic info/help site - www.robertos.me.uk. Domains, site and mail hosting - Tsohost.
Connection - Three 4G, tbb tests normally 35-45Mpbs down, 65Mbps off-peak, 9-24 up.

Well every time we have almost reached our end of contract BT have emailed us stating so.
Whenever we have received said emails I phone them up and we haggle for the best deal, I have always got a good deal.

In my experience BT already do it the right way. My original BT contract came to an end in January. I had been alerted to this for a couple of months on their website and nearer the time got emails alerting me and telling me to go to website and renew at 'my existing rate'. This I did, new (now 2 year) contract but actually £5 cheaper due to their new 500 minutes call tariff. No complaints. Of course if people ignore all these reminders they will end up on the rather excessive out of contract rates that BT do, but in my experience nobody pays those prices...

I've been notified by email by PlusNet well in advance about my contract coming to an end for the last couple of years.

Even when the contract has finished and BT have you on a rolling 1 month service, they will continue to remind you with a letter or email every couple of months.
I was "out of contact" for over a year although paying a good price before I re-signed at much the same.

OFCOM press release Companies must tell customers about their best deals
The intresting bit is ... If youre already out of contract, you must be reminded of this
If youre already out of contract, you must be reminded of this, and your provider must tell you every year about their best deals.

I did the first time, but this time i have not had any notice of it, the only notice I had was to say the price was rising.

Hmm... well perhaps it's because I pay line rental saver and it is co-terminous with my 12 monthly contract periods. It took some doing but I've had them expiring together for the last 2 years. I think of and deal with the two as a single entity.
p.s. yes I know they are separate and it's possible to have different providers for each but I find this way convenient.
