Personally I’ve never seen an answer to the question , what happens with customers that use an ultrafast network provider that used tax payers money to built that network, but don’t offer any wholesale access to this subsidised network , therefore consumers don’t necessarily have a choice in providers , are they in effect hostage to a government funded monopoly ?
If you are already getting Superfast speed , then why would the Government be subsidising the provision of an Ultrafast service ?, and why would you qualify for a voucher under any scheme ?, are you sure this new service isn’t simply a commercial rollout , even if the company does also benefit from Government funding elsewhere
If it’s a commercial rollout , then presumably they are under no obligation to wholesale their service, so in 24 months , if you don’t want to renew with them , if another FTTP network is available, you could use that , either directly or indirectly if it’s Openreach , if OR FTTP isn’t available, it’s probable that FTTC will still be available to order , albeit with either no telephony or with a DV/VoIP telephony option
