No Fibre? / NO ADSL . [censored]

Posting for my brother who is ignorant of comms. Postcode EN6 4DR. Echange Cuffley Fibre enabled. LLU Sky and Talk Talk.
Sky website -We are unable to provide service to this address.
Talk Talk web site - just hangs
Plusnet "We caanot process this online" . 6 doors down have full range of fibre ( No ADSL)
Called Plusnet who say we cannot proved copper and Fibre is not available to these premises.
He is with TalkTalk at present who want to raise his price from £17 to £30 for ADSL. Is this just gouging for the sake of it.
Have Ofcom allowed areas a StopSell date before they are fully fibred?

Update
TalkTalk was hanging because their website does not work with Firefox.
They are offering FAST broadband ie 11Mb for £27 with £3 increase every April.

I am getting 200Mb for £235 fixed for 2 years. Seems like gouging to me.

2 years for £235? That being £9.79 a month? That is nowhere near normal in the UK.

£25 to £29 a month for 900/900 symmetric is the cheapest I've seen for highest speed, from an Alt Net in Hampshire.

Virgin Media looks to be available for the addresses I checked in the postcode.

That’s probably what the bulk of residents are using if the area never got FTTC.

I never understand why it always have to be via BT Wholesale site? (Because it always based on BT customers end) the real checker should be via Openreach site instead.

Sorry - fat fingers. That should have been £25pm fixed for 2 years.

That makes a lot more sense, thank you. The alt-net here in Hampshire was offering 900/900 for £25/pm but has just increased to £29/pm. These are some of the lowest prices for FTTP in the UK.
