Well it’s been a damp squib all told. The legislation was passed, but all it meant was that freeholder has an obligation to respond (rather than ignore) and they could simply just say ‘no’….and that’s the end of that.

Can you give any links to the legislation? So far as I can see from the 2025 consultation page, the Government did not respond to the consultation, and given that the Starmer Government is no longer in power, it may never respond.

All that I can find in legislation are the 2021 amendments to schedule 3A of the Communications Act 2003 (as amended) ("The Electronic Communications Code"), which added paragraphs 27A to 27I to the Electronic Communications Code, introducing a regime where an operator with Code powers can obtain a court order permitting installation if the freeholder fails to respond. The freeholder can prevent such court action by simply writing back saying "no" to the request, or by acknowledging the request in writing without making a substantive response (see paragraphs 27B(1)(4) and 27B(4)).

The 2021 amendments to the ECC were acknowledged as not going far enough in the 2025 consultation. Until there is further legislation, which I am fairly sure has not happened, there is really nothing that frustrated leaseholders can do.

I'm thinking of the Telecommunications Infrastructure (Leasehold Property) Act 2021 - but I think you may have been referring to the draft Commonhold and Leasehold Reform Bill - which has gone nowhere as you say.

The Commonhold and Leasehold Reform Bill was announced in the 2026 King's Speech, but has yet to be moved in either House of Parliament. That King's Speech was under the Starmer Government, so the Burnham Government may not want to proceed with that bill, or may have decided that other measures are more deserving of Parliamentary time.

Digging around, I think what I remember seeing is this press release, which got reported in one or two of the comics - I'm unlikely to have found it idly browsing gov.uk, because that's not one of my bad habits. There also seems to be related stuff here and here. I've seen that health warning about the Starmer govt on other gov.uk pages, and I suspect it's not a good sign. And DSIT has been reorganised since. Not quite sure if this is the same as the The Commonhold and Leasehold Reform Bill you both referred to - wasn't that about giving leaseholders some rights to buy the freehold?

As @David_W2 says, the govt hasn't responded to the consultation, which ended last Feb. I sympathise with leaseholders in this predicament, but as I'm no longer one myself I would not likely get much traction complaining to my MP about it. Maybe those folks that are should start pestering their MPs to try to get this moving.
