Yes ... unless damaged and only operating in half-duplex mode.

Set your network cards to Half Duplex and try it - they will work in Half Duplex too!

Half Duplex just means it could not transmit data both ways at the same. So fully usable - just slower.

Most if not all fiber optic communication is simplex, needing two strands to send data in each direction.

But, in relation to the OP's question, I agree with your logic.
