A dynamic IP address is great for re-registrating on forums under a new username.
You just need to use a different email address and make sure the IP address is different from the one you last logged in under prior to re-registration.
AFAIK all forums will allow you to re-register using the same IP address provided you haven't been banned for trolling/spamming/ abusive behaviour.
