Depends on what's available at your exchange. I take it from the 40gb restriction that you aren't on a 21cn exchange?
If you have at least TalkTalk LLU available, you can always opt for the partial-LLU (SMPF) product using Opal. Vivaciti and Xilo have offerings in this category.
I myself am on Vivaciti's Surfwise Variety package. ADSL2+ speeds, asssuming you're close enough to the exchange to avail of it and 100Gb FUP cap. It is traffic managed however and torrents, newsgroups and some of the more popular download sites like Fileserve, Megaupload etc are throttled.
It isn't too bad though, I usually get about half my connection speed (14mbit - 700kbps) in download speed from the likes of Hotfile etc. You can buy the Fileshare addon which makes it 100% unmanaged and uncapped, but it bumps up the £20 per month price significantly.
Sky Unlimited LLU might be a better option, if they have unbundled your exchange and you're already a subscriber.
