I want this job badly - to become Openreach Engineer but sadly they won't take me on because I am disability with mental health issues.

What is your disability ? What are your mental health issues ? For something as complex and as wide roaming as an openreach engineer, has it crossed your mind that Openreach simply feel you can't actually do the job ?

If during the interview they come to a conclusion that they cannot offer you a job , due to your disability then they are bound by the "equal rights" charter to tell you that they cannot train you for that reason.
If OR mentioned the "mental health" disability they are out of order.
The point is, what is the use of the equal rights laid down at government level if they are not used,?
