Civils engineer licence query

Hi folks!

Apologies if this has already been covered (or is a daft question!)
I've been trying to get as much info as i can about becoming an openreach civils engineer and one thing i was wondering was, on the website it states 'If you can drive a vehicle of up to 7.5 tonnes (so you have a C1 + E type licence), that’s even better.' So does this mean it is a mandatory requirement or just desirable?
I have C1 right now but just trying to find out if i am gonna have to look at getting the E part sorted before applying or can you apply first to see if you get through the initial stages before forking out money for the E part?

Can i also ask, does the civils role purely involve the digging/excavation aspect or do they also get involved with the actual technical aspect of working on the network/cables etc?
