My brothers iPod seems much faster.

Have you tried a full reset and restore?

I had this issue on my iphone... it turned out to be the multitasking function and about 15 apps not closing down. If you double click the button at the bottom it will bring up all the apps that are running under multitasking. Touch one of the apps as if you going to delete it and you will see a minus sign appear beside the running apps. Click the minus sign to fully close the apps you do not want running. That helped my issue along with the fast drain of the battery.

ipod is working fine here. Safari is fine, no crashes. Some third party apps are crashing even after being updated.

Double tap the home button (the physical button at the bottom of the screen), and it opens up the task bar to see what's running (multitasking).

Hold you finger down on one of the running applications, and you will get a minus sign next to the apps (much like you are deleting an app), however this exits the app, and frees the memory up for use by other apps.

Note that iOS4 multitasking only works on iPhone 3GS, iPhone 4 or second gen iPod Touch. I have a iPhone 3G and double clicking the Home button just does whatever you've programmed it to do in Settings - in my case it opens the Camera.
