Want photostream videos on iPad sometimes with no internet

Possibly a very simple/idiotic question. Be that as it may...

Our grandson's still photos appear on my wife's iPad mini as and when our son puts them into the photostream from his iPhone. That's a great facility. Videos appear the same way.

However, it seems the videos will only play when the iPad is connect to the internet. Clearly it's pulling the video down from the iCloud each and every time.

Is there any way of having the video on the iPad so there is no need for the internet connection?

Is there a little cloud icon, with a down arrow through it? If so that lets you download - but you may have to do it via iTunes.

There's no little cloud icon with or without a down arrow.

As I also run iCloud on my Win7 PC and thus get the photos and videos on there (and the videos are on the PC not the cloud) the only way I can see, and it's clumsy, is to transfer them from PC to iPad. Then they don't finish up in the same 'folder' as the photostream pictures and videos.
