Mobile frequencies? Whats new?

Hi I read somewhere there were a negotiation to open some military frequnecies for mobile operators which will ease the gridlock we are in currently.

But it was before the election and it said that the election is going to throw the process back significantly.

My question - is there a single place on the web which monitors this topic and updates it frequently. I'd like to hear about the development in this area.
