to make it simple once 4G comes 3G should return to normal
phone text and data should be more reliable again and the power the 3G should no longer be reduced but that is not guaranteed if the range will go back to normal

3G is 3G and 4G is 4G
its a new technology with its own radio bandwidth, when 4G comes into your area 3G will get less congestion (around here 3G is faster then 4G (in 4G areas) as most people's phones on 3 have now automatically using 4G now, 4G is still fast thought) if your 3G masts in your area is very high congested 4G will restore usable data (and calls and text) on 3G and 4G will take most of the load for data
as people's phones will start to use 4G automatically where available so most of their data will end up on 4G, as 4G has 50-150mb+ of capacity per cell on the mast vs 21/42mb on 3g (depends on type of 3G and 4G technology setup used and phone support)
