You create a wireless network most easily by having the client devices in range of the router and set to get an IP address etc from it automatically. You do this by selecting "automatically receive an IP address" or the like in the TCP/IP properties of the connection (this tends to be the default). It helps to start with no security on the router wireless interface - you can break it later.
To get an IP address the device has to first associate with the access point / router using "View available networks" in Windows, then get over any WEP/WPA security hurdle.
The router should be set to act as a DHCP server.
