can you uncap the upload speed limit by resetting

hello there i am new here...welcome me what i wanna know is....i recently got connected on ADSL2+ 24mb (local connection,1mb foreign) and the person who installed the router aint tellin me the router password i know this sounds funny but...is it possible he capped me from the router? i been gettin unstable speeds (uploads) recetnly....so what i wanna know is if i reset the settings on the router will i be able to uncap/set my preffered speed? the router is draytek vigor 2700e i hope some1 will help me thx



p.s. if any1 knows the default user/pass for this router plz tell me

There is a page within the router GUI that displays the line stats. Click the link below.

Under System Management, choose Online Status on the right of the main screen.

If you are prompted to login, the username is admin and the password is to be left blank.
