average latency of a cat5e connection

Am curious as to how much latency would you expect on a cat5e connection? Not that am not happy with 360us latency. I'm just curious. So for example you using your fluke to do a ping test on a cat5e connection what value would make alarm bells ring?

Also how does an engineer decide if the connection can be certified for gigabit Ethernet? Is there a certain criteria it must meet

A given speed over a given length of cable, no?

Surely this would depend largely on what's on the other side of the connection and how quick it is to respond to the ping?

Across 100m of Cat 5, the longest run allowed, the propagation delay is normally between 480 and 530ns so a round trip will use, worst case, 1.06us. The specifications however do allow for 548ns propagation delay, worst case round trip 1.096us.
