Of course they will. The key phrase is "up-to". PlusNet maxed me last week. I get "up-to" 8Mb, and it's fluctuated between 6Mb and 2.5Mb. That's "up-to".

I pointed this out at the start of this year in tickets, PM's to reps on here, publicly on here and nothing was done about it.
In the end quoted that as one of the reasons why I left before my 12 month contract and 5 year 'free activation lockin' were up.
They're too busy shuffling the same old faces into different boxes to worry about the quality of service and information !

The customer will not receive up-to 8Mb but rather up-to 2Mb for 13GB-17GB and up-to 1Mb for 17GB-20GB. There is NO possibility that a customer will receive up-to 8Mb.
The difference is clear, the customer on a Max up-to service will give them what is available for their line but PN will physically restrict it to the speeds I have outlined above.

Yea, "up to" is marketing jargon. Like "unlimited" unfortunatel.

I do take your point, but "Up to" is a phrase that will cover a lot of sins. I haven't seen more than 5.5Mb down on my max connection, despite having an SNR of 16.5. But it's "up to"
