OK, I'm not seeking to get into a debate on this point, but I'd point out that circumstances are different now.
Last year there were no LLU/Max/Email/DPA debacles to affect bulk user opinion. Many users carried on with PN oblivious of some of the serious issues affecting others. I work with 5 people with current or previous PN experience. 2 cancelled last year, I just cancelled and the other 2 are talking about cancelling after (finally) experiencing the kinds of problems the rest of us encountered.
5 is not a great sample granted, but my point is that 60% of that small sample were reasonably contented last year. This year 40% remain and are likely to switch ISP. NONE of us are recommending PN to anyone, in fact pretty much the opposite.
Potentially repeat this kind of negative feeling, and 'publicity', elsewhere and you can see it doesn't look good for PN. If they want to get people back on side and attract new customers and old ones back, they must embark on a big PR exercise, simple because most of their business is referal based. They only cut off their nose to spite their collective face when they dropped out of here, as the ill feeling towards them from here (and elsewhere judging from other sites etc.) has continued to grow.
They could have surmounted the negative pressure last year by getting their act together and putting things right. Instead they made more mistakes. Now it is harder for them to recover their position and the sharks are swimming around already (take over talk aside, there are plenty of companies trying to buy into/up the ISP market as it is, without companies weakening themselves).
I for one have not cancelled because I have a poor service. I'm cancelling because when I did have poor service, I wasn't treated properly and since then have seen nothing to restore my faith in them (the opposite in fact). Now I have the advantage of an offer that saves me money every month, I have to take it and as a result PN lose another customer.
