If you leave and ask for your account to be downgraded so that email is stil available... can you contact that account by pop3 or html webmail? Or..only by dialup?

With pop3 you can read the mail but not send if you are using another ISP.

Unless things have changed relatively recently, you can usually still send using your old ISP's email provided you use your current ISP's SMTP server. Some ISP's might want you to make arrangements in advance.
