In theory yes.
LLU avoids the over-congested situation with MaxDSL and is cheaper for ISP's to provide. However there are some risks with LLU, namely:
a) Some ISP's use a third party LLU provider. Not good when things go wrong as then your ISP just becomes a middleman that refuses to accept any responsibility.
b) Some ISP's are not passing on any of the LLU benefits on to customers. LLU should mean a bigger data allowance for your money and far less (if any) traffic shaping or other restrictions but only a few actually do this.
c) At the moment migrating from LLU is very difficult since a code of practice is not yet in place. Some ISP's (like Plusnet, Orange and Pipex) have been taking advantage of this by forcing customers on to their LLU without their agreement.
If you really want the benefits of LLU chose be*, UK Online or SKY (once it settles down). The rest just aren't worth even looking at.
