Being fobbed off

My parents are getting fobbed off by plusnet saying that they are on Broadband Max, but I know there connection is still the old fixed 2meg connection. The connection to the net is showing as 2.2Mbps. Using the speed test this is what they get:

If they was on a MAX connection then their upload speeds would be around 448Kbps not the 256Kbps which is what is more or less shown.
