Ive been with plusnet for a few years now, and im aware that plusnet offer signifficanltly lower prices to customers on market 2 and 3 exchanges.
Last November Talk talks LLU service arrived at my local exchange, and yet it has remained fixed at Market 1 with BT being the only provider according to the samknows website.
In reality there are now two providers ( BT wholesale and Talk Talk) which means it should be market 2.
Ive also done some digging around online, and the last major market review was back in 2010, and apparently there will be no more as its now down to the customer to request a change.
how would I go about this, or would it just be easier ( and alot cheaper) to up sticks and go with the substantialy cheaper LLU offerings from talk talk?

My exchange is exactly the same. It is little use raising it with Plusnet ( I already tried that) because until B.T. reclassify the exchange Plusnet will not drop the charge. I don't expect you will persuade B.T. to make a move before they are ready, so it is wait or jump ship. One thing to bear in mind, is that it is not long before Plusnet are expected to review their packages.

BT cannot reclassify exchanges - that can only be done by OFCOM. BT Wholesale are prohibited from reducing prices on exchanges until OFCOM allow it.

...the last major market review was back in 2010, and apparently there will be no more as its now down to the customer to request a change. ? Where does that come from? OfCom decide Market Classifications, when they are bored looking at the river.

My mistake, your fault! - Either way, a waste of time chasing PN.

I may be mistaken, but PlusNet will not give you lower price on Market 2, only on Market 3.
However, Talk Talk currently offers 12mth half price deal,
and PlusNet should match it if you threaten to switch....(but don't !)

I may be mistaken, but PlusNet will not give you lower price on Market 2, only on Market 3.
When the pricing changed on Market 2, my monthly outlay to Plusnet moved from £14.49 to £7.99 - a big drop, percentagewise.

I may be mistaken, but PlusNet will not give you lower price on Market 2, only on Market 3.
With regard to PN residential BB products you should get a lower price for market 2 as well as market 3 exchanges.
....... Guide ....... hopefully the guide is still up to date.

OK, I was mistaken.
The reason for that is that I am a Market 1 victim,
with absolutely NO prospect of Market 2,
let alone anything else !!!
