I'm tempted but presume an EE locked phone (i must find out if it is actually locked!) means a new phone.
Does BT have its own network as well or will network coverage be the same as EE is now. I'm in Cornwall so this is a key issue.
It will work just fine - well I use a BT phone in an Iphone which is locked to EE

It's a SIM deal, where does a locked phone come into it?

From the full quote, I assume the problem is the existing phone is locked to EE.
Unfortunately, as Plusnet haven't started yet, we can't tell what their response to locked phones will be. We might get a clue from Life Mobile's behaviour, but I guess that is no guarantee.

Yes, I should have read it properly. My understanding is that providers now have to unlock phones free of charge at the end of a contract.

Indeed. I would make a point of unlocking the phone as soon as possible in the contract, even if you intend to continue the service a while, or if you intend to swap to a new phone. You never know when an unlocked phone might come in handy...

Have a look at their other SIM deals link
This would be ideal for a friend of mine currently on EE - but he needs WiFi calling - and I suspect PlusNet Mobile will be similar to Life Mobile and not have this feature.

I think most operators will unlock their phones, for free, at the end of the contract.
Was Eclipse Home Option 1, VM 2Mb & O2 Standard
Now Utility Warehouse (up to 16mbps) via Talk Talk

Depends, they are doing 4G which is something Life never did - so that's a step in the right direction.

Only applies to phones locked to other networks - as EE phones will work with this service regardless.
