Microsoft & BT email ban list?

I have never seen this before, but tried to send a mail to someone with a btconnect.com mail address, and get this:

Remote-MTA: dns; btconnect-com.mail.eo.outlook.com
Diagnostic-Code: smtp; 550 5.7.1 Service unavailable; Client host
    [87.127.191.50] blocked using Blocklist 1, mail from IP banned; To request
    removal from this list please forward this message to
    [email protected] and include your ip address 87.127.191.50

Now, I am not too worried (couldn't care less, to be honest, and I definitely will not ask to be removed, as the more MS block me the better), but do they operate some sort of MS key thingie for mail servers to authenicate with?
