Ah, you're on MER. You could ask for Gaming Mode, that should uncap your speeds and lower your interleaving.

I think so, it's all to do with reducing the latency and maximising speed at the expense of stability.

If the routeris running NATthen a basic firewall is present. Ie unsolicited incoming packets are discarded
