Just moved to a new property and getting a slightly disappointing 13mb downstream. My line stats are below:
ADSL Link Downstream Upstream
Connection Speed 12287 kbps 814 kbps
Line Attenuation 9.5db 5.8db
Noise Margin 21.0db 8.5db
Just wondering if I should be getting better speeds given these stats?

Yes, the full 24 Meg @ 6dB NM but the present 21dB NM is damping it completely ;(

Ah thanks! So if I can lower the noise margin my speeds should improve? Or would I need to speak to sky to get them to tweak on their side?

Yes, speed should increase, but so could instability on a noisy line.

I haven't spoken to them yet! Thought I'd try and get my facts straight before I rang them up

Yeah, the SNM is way too high. Get it down to 6 or 9dB and you should be getting ~20mbit.

Cool, I'll have a gander online to find ways to help lower it.
In theory though will the line sync to a higher rate on its own if I lower the SNM?

Maybe, the Sky DLM is very different to what other providers use, and not uncommon to see sync rate caps

Not just not uncommon, that's exactly what they do.
Your Connection Details
We constantly monitor your line to make sure it has been set to support the fastest speed possible whilst maintaining a stable connection.
Line connection testing completed on 27/08/2012, resulting in the following settings:
Download speed setting
Your connection has been set to a download speed of up to 16.4Mbps .
Upload speed setting
Your connection has been set to an upload speed of up to 1.3Mbps .
These line settings make sure that your line maintains a stable connection.

Line Attenuation 17.0 dB 7.8 dB
Noise Margin 6.5 dB 8.3 dB
They appear to lower transmit power to avoid excess SNR margin - on a fixed 18Mb with a target SNR margin of 7dB I achieve just that while on the capped 16.4Mb I see around 6dB margin at the same times of day.
