Shockingly slow internet

I used to have a 1mb internet link with talktalk but than my exchange was upgraded and now when connecting it states 5.0mbps, However since then the actual speed I get on either thinkbroadband.com or internetfrog.com is about 60kbps download and 75kbps upload (ie very very slow) Internetfrog also states a quality of service of between 5 and 20% but does not state what this actually means,
I have also had problems with the voice line,
I spent a soul destoying day talking to 2nd line support (paying to be put on hold cut off etc) and have now completed the following to try and resolve the problem

1 - replaced the modem with another speedtouch 330
2 - replaced the cable between the modem and the micro filter (rj11 etc)
3 - replaced the micro filter
4 - upgraded the driver for the modem
5 - plug the micro filter directly into the master socket
6 - deleted all internet cache
7 - run a virus check

I can't bear to waste anymore of my time talking to 2nd support who clearly cannot help and will not accept the likelihood that the line itself is faulty (I've been told that no one could ring me last night and were getting a line fault message).
Just wondered if anyone else has had the same issues and how they resolved it or is there anything else I should try myself this end.
