Fibre speed bump already?

Just got a mail through from TT, stating:

"As part of this commitment, we've recently been carrying out some upgrades to our fibre network. The good news is with these upgrades you should have noticed an increase to your speed. Meaning you can surf, shop and game online faster than before!"

Is this the upstream bump finally hit the customers? Or is this something else?
