As per the subject really! I'm thinking about moving back to Talktalk from Sky - both ADSL 2+ on a reasonably short line.
And has anything changed in the past couple of years? (I'm on a direct exchange line, so no FTTC)

Given ADSL2+ speed limit for uploads is around the 1 Mbps mark, it is not clear what you are asking.
On the business products Annex M which allows up to 2.5 Mbps upload for short ADSL2+ lines is available.
Between Sky and TalkTalk the difference in upload speeds should only be down to how their DLM system decide to operate

Their standard ADSL2+ service is up to 1Mb.
They do offer Annex M (most probably to businesses only) which can increase this further where the line is suitable for such a service.

My upload sync with Sky is between 1200-1300 kb/s (which is what I'd expect ADSL 2+ to top out at), but with Talktalk this was fixed at a maximum of 1000 kb/s.
I know it's only an extra couple of hundred kb/s, but it would be nice if they lifted it.

Okay you are a very short line, in which case the answer is a TalkTalk reseller who can do Annex M (don't ask me who though) or one of their business products.

i hope you mean 85 kBps
before FTTC, I used to get about 800-1019 upload on a very long line with about 3.3mbit down, but I wouldn't have said it was artificially capped at that 1019.

You can always get Dynamic Line Management (DLM) system turned off via the forums if you wish

If you were an O2 customer, just like BE, you would of most likely enjoyed around 1.3Mbit upload connection speeds. Just looking at everyone's upload connection in their sigs suggests that it is fixed at about 1Mbit on Talk Talk, just like it is on Sky in my experience. However on Sky I only had 796kbps when I was first switched. They changed something which gave me just over 1Mbit on a much lower SNM. I am still 30% down however which I am not at all happy about.
I had 1.2 Mbit on BE with a 6dB profile and 1.3 Mbit on a 3dB profile on quite a long line. I wish that Sky had not purchased BE/O2 broadband or that O2 had not purchased BE broadband for that matter.

To me this is clearly to differentiate ADSL2+ from fibre. How many people would notice a larger download speed? Not many IMO but the upload speed they might notice if they upload anything. 1.3 Mbit compared with 2 Mbit is not a big difference but 1 Mbit compared with 2 Mbit is x2 which sounds much better.
