Somewhere i've lost at least 7MB but can't figure out where

What is your downstream noise margin figure usually? Would expect 6dB, and the gap to 8dB may explain the slower sync, i.e. noise event modem resyncs noise event goes away and now more margin. So it is possible that a further resync may give back some of the lost speed

Usually about 7 I think. I'll keep monitoring (did try to reboot and didn't do the trick)

Beginning to think should I say something to them?

Without knowing the location it is possible you are losing out due to cross-talk, i.e. may have been having a golden period of a rare VDSL2 user in your cable bundle but as more buy it cross talk increases and you will see speeds drop unless vectoring is operatoring

This is what my line info gives (not my number but i'm in the same place so roughly the same)

So not outside the range yet, one reason for the range is the effect of crosstalk, along with all the other stuff like home wiring
