Yes they are estimates but with those figures I would be rather disappointed if I didn't get something close to 80 down 20 up. Hope that's what you get.

Faster Fibre 38Mb is TalkTalk's entry-level fibre broadband service, with an advertised download speed up to 38Mbps and upload speed up to 2Mbps.

No issues with speed, always full speed 24/7 (when I used to be a customer) and just now again.
