Lag spike every 1mi (+/-10sec)

Hi,

Please see below a tracert from my PC, from behind an ADSL router - to a World of Warcraft server... (using Pingplotter)

I have been experiencing intermittent lag when playing any online games, so I ran the above tracert for a while to see if i could see where the lag was coming from...
After a while I noticed that the IP; 81.5.191.177 (3rd hop) was spiking every minute or so.

I'm no networking expert, but i'm assuming that the 3rd hop is my local exchange? Please correct me if that's not the case.
*Edit: Thankyou Backpack, so it's not the exchange. And yes, my ISP is Eclipse. Is that an IP from within their network then?

I then ran a continuous ping to the above IP (81.5.191.177) and it gave the following results...

Now i assume this is the source of the lag spiking when i'm playing online?
Can someone please shed some light on what this could possibly be?

If you want any more info - please shout and i'll post it up.
Thanks in advance.
Adam.

I'm no networking expert, but i'm assuming that the 3rd hop is my local exchange? Please correct me if that's not the case.

It's not your local exchange.

The 1st hop is your router, the 2nd hop is your ISP (that IP belongs to Eclipse I believe).

2nd hop is the Eclipse gateway. 3rd hop is part of the Eclipse backbone.
