User is contemplating an ADSL connection once he becomes permanently based here in the U.K. in a few months time. For the moment he is having to go to an Internet Caf

Try the BT broadband checker [sorry, don't know the URL, perhaps someone else will give this?] and paste the results into a reply - paste, don't attempt to interpret or summarize. This amy shed some light onto both the dialup and the broadband situations

Have you checked the internal wiring?

Bad internal wiring can affect dial up speeds as well as ADSL.
(Try it in the master socket, etc - all the things posted on ThinkBroadband for improving ADSL are worth trying).

If it still does not work, then push BT to fix the line.

This is the only BT Broadband line checker I can currently find, although don't think this is the one you mean...

As I said previously, the property has just the one phone socket, with no other devices or wiring connected to it. Visual inspection of wiring inside and outside the building looks fine.

Have you tried different kit, ie your laptop, the amount of times you see punters whinging saying 'my dial-up doesn't work' and the problem is their kit ! The test results seem to imply a short-ish line....I'd order and be damned, if the DSL doesn't work, the ISP can arrange to have that fixed, no problem.

Re keying 3 to redial. Is that option actually being offered? Reason I ask is that I used to have and use it. However once I went from BT to Nildram's HomeTalk for my speech requirements, this facility is unavailable. So looks like the line is not fully BT. This may(?) explain why dial-up not so good.

On the otherside of the coin, my line was poor on dialup - generally around 19k. My ADSL was ok on 2M and now on MAX withusually around 4.5M on this forums speedchecker.

So, checkout who the telco supplier is first. And raise the redial key 3 as a possible fault.

Yes, tried all sorts of different kit! Two different PCs, internal and external modems, different connection cables, etc. User's own PC works fine every time at my location. His only telephone handset was disconnected whilst the dialup was tried. As far as I can see no one has been messing with the wiring, and there are no alarm circuits or any other devices using this line. Several other people have apparently tried to sort this out in the past, but they all seem to have come up against a brick wall with BT's refusal to do anything about it.

Can one still request BT to increase the gain or modulation level on a telephone circuit?

BT is the Telco. I always thought the "key 3 to redial" was a basic service provided by BT. Up until recently, I had no other services added to my own telephone contract with BT, and the "3" service has always been available here.

This service option failure (it's happened many times apparently) was raised as a fault, but BT failed to deal with it.

Perhaps it's time to get OfCom involved if they still have any teeth left...

Yes, if you contact Ofcom, check out whether the min 28.8 dialup is correct.

To me looks like two faults (at least) one the key 3 - which suggests an exchange fault and the poor dialup which suggests a line fault. How is voice? Noisy? Hum? Crackles etc?
