How do I check what speed I'm set to by my ISP?

I rememer, vaguely, that I could tell what speed my ISP had capped me at by running some tests, either via the ISP or my router.

Anyone any idea how that works? I have an idea I've been capped to provide a more stable service, but they're not telling me they've done that, but I seem to be on a permanent 2MB now when I was getting an unstable 4 to 5MB before.

Grateful for any info
