An MTU of 39 may be your actual problem.

Note how it gives -1 for numbers that cannot be -1 it is almost like the test did not actually run. What does www.broadbandreports.com/tweaks make of the connection.

Which service provider? Some limit at their side based on IP Profile and if they last saw a 0.5Mbps profile and have not seen the 4000Kbps this would explain the problem.

That's a pretty poor data rate for that attenuation. It also seems to be an excessive SNR. Looks to me like you have a very noisy line there. Have you tried plugging directly into your test socket (behind the telephone master socket faceplate)?

With that atten. you ought to be syncing at the full 8Mb on IPStream and I'd guess at around 14Mb on ADSL2+. Of course what you'd get from your ISP is another matter and I see that's already being discussed
