Connection problems

The modem on my computer is an Alcatel Speed Touch PCI card. On the back of the modem next to where the line plugs in are 4 indicator lights arranged in a square formation. When the computer is booted up the top right green light (sync) and the bottom left green light (pwr) are lit.
I have a friend with the same modem installed in his computer who has recently lost his internet connection. His ISP - Freedom2surf has checked his line and saya it's ok. When he boots up his computer the top right green light (sync) is lit but the bottom left is flashing. The modem manual says this flashing light indicates "Initialized, idle mode (disconnect)".
If I was to connect his computer to my phone connection, asuuming the computer/modem are working ok, would I get the 2 green lights showing when booted up or would I need to change the network connection details?
I have a different ISP.

You would need to change the login details , username and password and maybe the VPI,VCI if different.

The lights on modems vary from model to model, but most of them have the power and sync lights in common. When the modem is first powered, you should see the power light on, and the sync light flashing. Within a minute, the flashing sync light should stop flashing, and stay on, immaterial of passwords, etc. Some modems and routers also have a light to say that the password exchange has been successful, but not all.

Just use your connection to log into his f2s account and check if he has all of the details entered correctly in the modem setup util.

Until the 2 green lights are lit you can't log on to anything, there's no connection.
What I'm trying to do is narrow down the possibilities. As I see it the problem could be with the line to the property (F2S says it's ok); the computer/modem - that's what I'm trying to rule in or out; or the wiring/filters etc in the property - my favourite, it's an old property with old wiring and several phones connected.
So, the question still is - should the 2 green lights on the modem be lit if the computer is booted up whilst connected to my working line?

The DSL light usually means the modem has locked sync with the DSLAM, suggesting that the physical connection is ok or at least ok enough to establish a link and that in turn would suggest the wiring and filters are ok. Its only a suggestion as the link could be marginal and erroring excessively. Modem diagnostics may be of asisstance here.
The internet light usually indicates there is a link all the way to the ISP . If that is not lit and the DSL light is, then that would sugges either a problem between exchange and ISP or an authentication issue/invalid account .
